On the night of April 30, 2018 they were announced in the DR and signed on the morning of May 1 in Beijing by Foreign Ministers Wang Yi of China and Miguel Vargas Maldonado of the DR.
Just arrived in the Dominican Republic (DR), His Excellency, Chen Luning, as Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China (PRC) in the DR. This is the second, since we signed diplomatic relations almost five years ago, on May 1, 2018.
It strengthens the relations between the DR and the PRCh which have always been of cooperation, support and reciprocity. With the Chinese people we have had contacts since the founding of the DR, however relations with the government of the PRC, which was installed on October 1, 1949, began to be formalized with the Memorandum of Understanding of 1993 and then with that of 1997, which served as the basis for opening the Trade Development Office of the PRC in the DR, since 1995. From then on, China had eight representatives, we all remember the last ones, the fourth Cai Weiqian, the fifth Wang Weihua, the sixth Li Dong, the seventh Gao Shoujian and the eighth and only woman, Fu Xinrong.
The latter participated in the negotiation process for the establishment of diplomatic relations, which after several meetings with the Chancellor, at the time, Miguel Vargas Maldonado, from September 2, 2016 until early 2018, in that year the issue was taken up directly by a team at the National Palace, where José Ramón Peralta, Juan Ariel Jiménez and President Danilo Medina himself participated, who received the information of the day when diplomatic relations would be signed. Finally on the night of April 30, 2018 they were announced in the DR and signed on the morning of May 1 in Beijing by Foreign Ministers Wang Yi of China and Miguel Vargas Maldonado of the DR.
On August 19 of the same year in my capacity as Ambassador, Director of Relations with Asia and Oceania at the Ministry of Foreign Affairs (MIREX), I received the first ambassador of China, Zhang Run, who presented his credentials on the 24th of the same month.
On Tuesday evening, April 11, 2023, Ambassador Reynaldo Espinal, current Director of Relations with Asia and Oceania, representing MIREX and members of the Chinese Embassy in the DR, namely Zhou Yuqi, Counselor and former Chargé d’Affaires, Sun Qianyuan, Commercial Counselor, Zheng He, Consul and Xu Tiefei, Director of Political Affairs and Press Attaché, received Ambassador Luning at the Ambassadors’ Lounge of the José Francisco Peña Gómez International Airport of the Americas.
Ambassador Chen Luning has not presented the Copy of Style to Chancellor Roberto Alvarez and even less the Credentials to President Luis Abinader, which we hope will be in the next few days, and therefore has not made his formal presentation to the DR. However, I have been able to investigate that we are facing a young ambassador, 49 years old, who began his career in 1996 with 22 years, and after having had missions in Brazil, Colombia, Peru and Cuba, as well as various functions in the Foreign Ministry of his country, comes to the DR with his first mission as Chief, that is, as Ambassador Extraordinary and Plenipotentiary.
