Authorities of the Ministry of Economy, Planning and Development socialized the changes to be introduced by the new Institutional Performance Evaluation (EDI) methodology, which emphasizes the achievements obtained through public policies, and which will be applied, in the first place, in 45 public entities, among them the Ministry of Economy itself.
At the head of the meeting, Minister Pavel Isa Contreras explained to all the deputy ministers and directors of the institution that this new methodology will collectively measure the entities based on the goals achieved in each sector, which must be directly or indirectly linked to the quality of life of the people.
Luis Madera Sued, Vice-Minister of Planning and Public Investment, emphasized that this new evaluation system gives preference to the achievements of governmental priorities and institutional executions, as well as to the implementation of transversal policies.
He added that this methodology brings together other evaluation systems that already existed in different areas of public administration and affirmed that, for the first time, institutional planning will be binding. In addition, the Vice Minister acknowledged the openness and sense of transcendence of the Minister of Public Administration, Darío Castillo, who made it possible for the Public Administration Monitoring System (Sismap) to become a more substantial system shared with the Ministry of Economy and the Ministry of the Presidency.
On the other hand, Director García detailed some of the indicators of the new Institutional Performance Evaluation methodology and how they affect the Ministry of Economy.
EDI Principles
The new Institutional Performance Evaluation methodology is governed by the principles of inter-institutional coordination, planning, ethics, performance and results evaluation, gradualism, use of information and communication technologies, continuous improvement of public management and efficiency of administrative activity.
In February 2023, the Ministers of Economy, Pável Isa Contreras; of Public Administration, Darío Castillo, and of the Presidency, Joel Santos, signed an inter-institutional collaboration agreement for the application of the Institutional Performance Evaluation, in an act presided by the Vice-President of the Republic, Raquel Peña.
This agreement establishes the specific commitments assumed by the signatory institutions for the implementation of the EDI in the entities and organs of the Executive Branch.
This is a process aimed at improving the quality of public services offered to citizens, strengthening transparency and efficiency in institutional management and increasing the linkage of the performance of public sector entities and bodies with the commitments of the Government Program and the National Multiannual Public Sector Plan.
