In an effort to strengthen digital services and technological integration at the international level, the Dominican Republic has taken a significant step towards the recognition of cross-border digital signatures. The country has presented in international scenarios, the advances in Interoperability and Digital Signature implemented by the State for the simplification and digital transformation of public services, highlighting its progress in this area.
These milestones were presented by Bartolomé Pujals, general director of the Government Office of Information and Communication Technologies (Ogtic) and executive director of the Innovation and Development Cabinet, at the Regional Workshop on Deepening Cross-Border Digital Services, organized by the Inter-American Network of Digital Government in Latin America and the Caribbean (RED GEALC) in Brazil.
During the workshop, the technological maturity of each participating country was evaluated to establish levels of cooperation and mutual recognition of digital signatures and other services. The Dominican Republic stood out for its achievements in the last two years, creating favorable conditions to implement cross-border digital signatures for the first time, thus showing its leadership in the region in terms of digital transformation.
He said that they are joining efforts with various state institutions, such as the Comptroller General of the Republic, Indotel and the General Directorate of Public Procurement, to include the digital signature in the contract certification process, thus strengthening the system.
He stressed that countries such as Costa Rica, Guatemala, Uruguay and Argentina, which already have digital signatures for several years, have shown interest in establishing technical recognition agreements with the Dominican Republic. During this visit, work began to finalize these agreements, with the goal of achieving, before November, the reciprocal recognition of digital signatures between these countries. A key component is the implementation of a management platform for signatures and trusted lists, which works Indotel, as the governing body. This trusted list, based on international standards, will allow digital signatures issued in the Dominican Republic to be recognized and validated in real time by other countries, and vice versa, eliminating the need for additional procedures such as apostille and increasing efficiency in commercial transactions and other procedures.
The implementation of this technology will facilitate a more fluid and secure exchange of digital documents between countries, promoting an environment of trust and international collaboration.
The Dominican Government, through Ogtic and Indotel, is exploring the possibility of formalizing these agreements through national agencies or through international treaties.
This progress not only positions the Dominican Republic as a reference in digital services in the region, but also opens new opportunities for economic development and regional integration, taking advantage of the benefits of technology to facilitate the lives of citizens and business operations.
The Dominican Republic continues to advance its goal of implementing and recognizing cross-border digital signatures, demonstrating its commitment to technological innovation and international cooperation.
The agreements being forged with neighboring countries represent an important milestone on this path, benefiting citizens and businesses alike.
Twelve countries in the region are participating in this edition of GEALC, including: Argentina, Bolivia, Brazil, Colombia, Chile, Costa Rica, Dominican Republic, Ecuador, Guatemala, Paraguay, Peru and Uruguay.
