Mescyt commits to promote and implement Ibero-American Innovation Strategy

The Ministry of Higher Education, Science and Technology (Mescyt), reiterated its commitment to promote and implement the Ibero-American Innovation Strategy, as well as the Plan of Action on Open Science, approved at the V Meeting of Ministers and High Authorities of Science, Technology and Innovation, after Ecuador assumed the pro tempore presidency of the same in 2024.

The head of Mescyt, Dr. Franklin García Fermín, highlighted that the agreements reached by the ministerial meeting shape the Ibero-American agenda for cooperation in science, technology and innovation, with the support of the Ibero-American General Secretariat (SEGIB), which will allow progress towards the next Meeting of Ministers and High Authorities, to be held under the Ecuadorian presidency.

“I would like to extend a very special greeting to Ana Changuin, Secretary of Higher Education, Science, Technology and Innovation of Ecuador, to whom I wish the greatest success in her ministerial management and in the presidency of the Ibero-American conference,” the minister said.

Objectives of the XXIX Ibero-American Summit of Heads of State and Government

Among the objectives of the XXIX Ibero-American Summit of Heads of State and Government are to promote the training of researchers through the implementation of an Ibero-American strategy for the promotion of a scientific and digital region, as well as the promotion of Spanish and Portuguese as languages of scientific communication.

In the same vein, it seeks to improve the visibility of knowledge generated in Ibero-America, in addition to the promotion of the Ibero-American Digital Agenda to continue reducing the digital divide, the Open Science Plan and scientific, technological and innovation diplomacy.

Presidency pro tempore 2021-2023

It is recalled that the edition of the XXVIII Ibero-American Summit of Heads of State and Government, under the pro tempore secretariat (SPT) of the President of the DR, Luis Abinader, with the motto “Together towards a fair and sustainable Ibero-America”, was held in Santo Domingo in March 2023.

On this occasion, the higher education, science and technology assembly was presided over by the head of Mescyt, Franklin García Fermín, accompanied by the representative of the Ibero-American General Secretariat (Segib), Marcos Pinta Gama, and the highest authorities of higher education in Ibero-America.

Presidency of Ecuador At the end of the XXVIII Ibero-American Summit, the pro tempore secretariat of the Ibero-American Conference was transferred to Ecuador, which will host the XXIX Ibero-American Summit of Heads of State and Government in 2024 with the mission of addressing the challenges of “Innovation, inclusion and sustainability”.

Present were Mr. Felix Garcia Lausin, coordinator of the Ibero-American knowledge space; Mescyt’s vice-minister of science and technology, Genero Rodriguez Martinez; the director of Science and Technology Promotion, Andres Merejo, together with authorities from Brazil, Chile, Colombia, Ecuador, Spain and Mexico.
