National Artificial Intelligence Strategy

Bartolomé Pujals launched the Single Platform for Interoperability and Authentication

President Luis Abinader informed that by next August the Dominican Republic will have defined a National Artificial Intelligence Strategy, so that these technologies have a clearly defined roadmap, as established in the National Innovation Policy and the Digital Agenda 2030.

To this end, the executive management of the Innovation Cabinet managed two technical assistance projects: one with the Development Bank of Latin America CAF and the other with the Central American Integration Bank.

The field work of the multidisciplinary teams will be carried out in May and the President expects that by August a National Artificial Intelligence Strategy will have been drafted.

Abinader considers this strategy necessary to prevent artificial intelligence from being used to misinform or to violate people’s rights in digital environments.

The president hopes that it will help in the inter-operability of government institutions and make the private sector more efficient and productive.

The announcement was made at the inauguration of the second version of Dominicana Innova 2023, an event dedicated to the celebration of ideas, design and Dominican risk takers and innovators, which seeks to attract new audiences and allies, mainly those far from technology.

Abinader also unveiled the creation of a digital innovation and development system through a bill that is being drafted and will be submitted to the National Congress soon.

“As I have mentioned in other scenarios, the issue of governance finds effective response with the creation of a system of innovation and digital development, a proposal contained in the draft bill that we will soon submit to Congress,” said the governor.

Single Platform

The general director of the Government Office of Information and Communication Technologies (OGTIC) and executive director of the Innovation Cabinet, Bartolomé Pujals, took advantage of the occasion to launch the Single Interoperability and Authentication Platform.

Pujals stated that there are already institutions attached to the interoperability platform, and that he aspires to continue including more entities by 2023. This product is supporting projects prioritized by the Zero Bureaucracy program and the Digital Agenda 2030. He also opened the door for all public sector entities and, soon, private sector entities to subscribe to the platform.Luis Abinader

He described as an important milestone for the government the implementation of the Single Authentication Platform, a system for the verification and validation of a person’s identity when accessing services. The citizen will be able to use the same username and password for all digital public services they use, with a single account.

The Minister of Higher Education, Science and Technology, Franklin García Fermín, while speaking at the inauguration of the university fair, said that this event has been organized to celebrate with the entire academic community and the country the World Creativity and Innovation Day, as an element of motivation and tribute to human talent.

He expressed that 53 institutions of Higher Education (IES) and their campuses have proposed as an initial strategy to promote the “Dominican University Innovation Fair Innova 2023”, an academic activity aimed at young university students, innovators, technology users, professors, entrepreneurs, researchers, members of the productive sector of goods and services and the interested public.

“The Dominican University Innovation Fair Innova 2023, which is being inaugurated today, is a unique event in the higher academic history of the Dominican Republic, as nothing like it has ever been done before. Dozens of activities have already taken place and others will be developed during the day in different academies” he stressed.

The event

Dominicana Innova 2023 will be held in this version under the theme “Innovation, challenge and opportunity”, from April 12 to 28, 2023, in Agora Mall, and will be made up of nine thematic modules.

Among them, Makers with Purpose, Immersive Fair of New Technologies, Desenlace – Bootcamp in Innovation and Digital Development, University Innovation Fair, National Drone Congress and STIC Day.

Each of these modules is made up of an agenda of activities in which high school students, polytechnics, universities, technological institutes, as well as public sector institutions working on these issues and private companies that include innovation as a development tool in their agenda will be participating.

This event is led by the OGTIC, the Innovation Cabinet, the Innovation Laboratory of the Dominican Republic, the Dominican Institute of Telecommunications, the Ministry of Higher Education, Science and Technology (Mescyt) and the Cybernetic Park. With the support of the Ministry of Industry, Commerce and Mipymes, the Ministry of Education and the Ministry of Youth.
