Ministries of Economy and of Public Administration sign agreement

The Ministry of Economy, Planning and Development and the Ministry of Public Administration signed a cooperation and inter-institutional work agreement for the implementation of the Integrated Institutional Management System (Sigei), whose main objective is to streamline the transversal processes of public management.

The agreement was signed by the Minister of Economy, Planning and Development, Pável Isa Contreras, and the Minister of Public Administration, Darío Castillo Lugo, who highlighted, among the novelties and advantages of Sigei, the interoperability between the computer and management systems of the public bodies, based on the axes of the approach of this sector, operational efficiency, costs and control, standardization, transparency and cybersecurity.

Minister Isa Contreras pointed out that Sigei is a technological tool of the Dominican State, developed by public bodies and entities, as part of the Digital Agenda 2030 and Digital Government.

“The main objective is to streamline the cross-cutting processes of public management, related to planning, human resources, finance, accounting, purchasing, inventories, document management, vehicle allocation, fleets, fixed assets, per diem requests, among others,” detailed Isa Contreras at the signing ceremony, which took place at the headquarters of the Ministry of Economy.

He highlighted that Sigei was developed by Dominican talent with the collaboration of several institutions, including the Technological Institute of the Americas (ITLA), the Ministry of Economy, Planning and Development and the Ministry of Finance.

In turn, the Minister of Public Administration, Castillo Lugo, said that with the signing of the agreement with the Ministry of Economy, 15 institutions have been incorporated to implement the Sigei.

In addition to the MAP, among the institutions that have already implemented the tool are the National Institute of Public Administration (INAP), the Technological Institute of the Americas (ITLA), the National Competitiveness Council (CNC) and the Government Office of Information and Communication Technologies (Ogtic).

“Within the criteria of the digital transformation policy this government administration is betting on national development,” said Castillo Lugo.

The commitments

With the implementation of Sigei, the Ministry of Economy, Planning and Development is committed to the Digital Agenda 2030 and the objectives of Digital Government, through which the State seeks to streamline and make the public administration more efficient and transparent, through the use and adoption of digital technologies, driving and promoting in a comprehensive and sustained manner the transformation of the Dominican State in this regard.

The Ministry of Economy is committed to execute all its responsibilities to guarantee the efficient implementation of Sigei. In particular, to the designation of the necessary personnel for the execution of the activities to be developed in the corresponding units.

In turn, among the commitments of MAP, as the governing body, are to coordinate the training of implementers and civil servants for their professionalization in the use of Sigei’s functionalities and to prepare the implementation schedule for each government agency.

The signing ceremony was attended, on behalf of the Ministry of Economy, Planning and Development, by the Vice Minister of Administration and Finance, Yamel Valera; the Director of Cabinet, Manuel Robles; the Director of Human Resources, Dhariana Valdez; the Director of Institutional Planning, Mar García, and the Administrative Director, Herminia Reyes.

Also present were the director of Information and Communication Technology, Armando Manzueta; the financial director, Semari Santana Cuevas; the director of Internal Control, Marchelo Robles; and the legal director, Rey Ángel Fernández.

The Ministry of Public Administration was represented by the Director of Innovation, Hugo Martínez.
