Homero Figueroa, spokesman and director of Strategy and Communication of the Presidency, informed this Monday that the Dominican Municipal League (LMD), has entered the Financial Management Information System (Sigef), for the execution of its budget online through this tool.
Figueroa said that according to a communication sent to President Luis Abinader by the general director of Ethics and Government Integrity, Milagros Ortiz Bosch, the LMD has entered Sigef as a great step forward in the municipal area.
The LMD’s entry into SIGEF responds to President Abinader’s interest in adopting an effective budget execution, within the policy of transparency and integrity in public administration applied by the Government.
President Abinader has instructed all officials of the autonomous and decentralized non-financial bodies, public social security institutions and non-financial public enterprises to execute their budgets through SIGEF, in order to comply with the objectives of government transparency in the management of state funds.
Among the advances achieved by the Dominican Municipal League for its entry into Sigef is the registration of all income and expenditure operations (budget executions) of all financial movements incurred from January 1 to September 30, 2023.
In addition, the Institution’s budget for the year 2024 was recorded and formulated through this system in a timely manner, as well as the request and approval through the Ministry of Finance of all the roles authorized by the highest authority of the LMD authenticated in the system and in the institution’s work computers.
Also, requesting the approval of the signature records of the signing officers of the Institution, in the Office of the Comptroller General of the Republic.
Also, testing of the payroll system of the Office of the Comptroller General of the Republic and training of the personnel who are using said system with workshops given by the implementer, Alejandrina Batista, an analyst of the Ministry of Finance.
Likewise, a request for the programming of quarterly quotas to the General Budget Directorate (Digepres), approved on August 17, 2023, to begin the execution of expenditures made to date, which has been satisfactorily concluded as of September 30, 2023.
Sigef is the automated modular tool that serves as the facilitating instrument for the fulfillment of the purposes of the State Financial Administration System (Siafe), which aims to streamline the efforts that comprise the linkage with the integrated and related systems to facilitate harmony with its operation, security, maintenance and permanent functional and computerized updating.
This tool modernizes the regulatory and technical aspects of the financial administration, allows the systematization of the existing steps and tasks related to registration and transactional procedures, the automation of payments via electronic transfer and the availability of sufficient and timely information for decision making.
