The Dominican Municipal League (LMD), together with the Ministry of Public Administration (MAP), delivered the awards and certificates of budgetary allocations to the 34 local governments that obtained the best results in municipal performance obtained in the last quarterly cut of 2023 of the Municipal Administration Monitoring System (Sismap Municipal).
This initiative responds to the Incentives Program for Good Municipal Performance, which is executed by the LMD with its own funds, in collaboration with the MAP, and which, in this new edition, allocates a budget amount of RD 92,812,300.00.
This delivery ceremony was headed by the Minister of MAP, Sigmund Freund, and by the president of the LMD, Víctor D’Aza; as well as the president of the Dominican Federation of Municipal Districts (Fedodim); Leoncito José; and the executive director of the Dominican Federation of Municipalities (Fedomu), Vianny Reyes.
The head of the MAP emphasized that these awards seek to raise the quality of municipal administration. “Since the beginning of President Luis Abinader’s administration, ethics, transparency, institutionalism and quality in public policies and services have been fundamental axes of our administration, which guide our commitment to build a modern state, with efficient and transparent institutions that respond to the needs of citizens,” Freund said.
Freund affirmed that in his administration it is a high priority to promote the necessary changes to achieve an efficient administration and public service based on highly competent public servants committed to the best interests of the country.
The president of the LMD, Víctor D’ Aza, explained that this initiative seeks “healthy competition so that local governments compete to be better and provide better services”. He announced the expansion of this program with the awarding of the Gold, Silver and Bronze Escobillón to the cleanest territories “to promote the strengthening of solid waste management, dedicating a budget of 28 million pesos”.
The mayor of Baní, Santo Ramírez, shared a message on behalf of the recognized local governments: “the municipality has two fundamental allies such as the Ministry of Administration and its minister, Sigmund Freund, and the Dominican Municipal League and its president, Víctor D’ Aza; together we are building a stronger municipality”.
Local governments receiving awards and incentives
In total, 15 city councils and 19 municipal district boards were beneficiaries of this incentive program, awarded according to 4 categories: Institutional Performance, Institutional Improvement, Regional Effort and 100% Local Governments in Sismap.
As explained during the ceremony, each local government receives the certificate of allocation of incentive funds, which will be disbursed in November, so that the councils of aldermen and the boards of aldermen make the relevant modifications in the municipal budgets, to include this specialized transfer destined to investment projects for the provision of services related to the execution of municipal competencies.
In correspondence with the joint circular of the MAP and the LMD, the local governments that achieved the scores deserving of the recognitions and their respective incentive funds are:
In the Institutional Performance category, the following municipalities were beneficiaries: Baní, with an incentive of RD 5,000,000; Santiago de los Caballeros, with RD 3,500,000; as well as Bánica, with an allocation of RD 2,500,000.
Also, the municipal district boards, Veragua, with an amount of RD 5,000,000; La Canela, with RD 3,500,000 and Estero Hondo, with RD 2,500,000.
For Institutional Improvement, the municipalities of Sosúa (in the category of municipalities with less than 50,000 inhabitants) and Villa Altagracia (in the category of municipalities with less than 50,000 inhabitants) obtained their recognition and incentives, as well as the municipal district board of Canca La Reina. These local governments will receive a stipend of RD 1,000,000.
In the Regional Effort category, awarded to those local governments with the best municipal performance score in the Municipal Sismap according to each region, were the city councils of Tenares, San Ignacio de Sabaneta, Moca, Concepción de La Vega, San Juan de la Maguana, Barahona, San Pedro de Macorís, Santo Domingo Norte, San Cristóbal, Higüey. All of them will receive an incentive of RD 3,500,000.
The category 100% Local Governments in Sismap, destined to those municipal district boards that were integrated in 2023 to the Municipal Sismap, were recognized: Carrera de Yegua, Villa Magante, Sabana Grande, La Ortega, Sabana Grande and Yerba Buena. All these local governments will receive an incentive of RD 1,000,000.
The local governments that won in more than one category choose the item with the highest economic incentive, as established in point 7 of the bases of the program on simultaneity of incentives. Baní, Santiago de los Caballeros, Bánica, Veragua and El Rosario entered in these cases.
